The essential answer
APEL.Q is Malaysia’s Accreditation of Prior Experiential Learning route for the possible award of an academic qualification. It evaluates demonstrated learning gained through formal, non-formal and informal experience against the learning outcomes of a specific programme. It is not an automatic degree based on seniority or years of employment.
Minimum relevant work-experience benchmarks
MQA’s general policy lists the following minimum relevant-experience benchmarks. Exceptional cases may be considered individually; meeting a benchmark does not guarantee an award.
| Qualification | Relevant experience |
|---|---|
| Certificate | 5 years |
| Diploma | 10 years |
| Advanced diploma | 12 years |
| Bachelor’s degree | 15 years |
| Master’s degree | 20 years |
| Doctoral degree | 25 years |
Who should explore APEL.Q?
Business owners, CEOs, directors, senior managers, consultants and experienced professionals may wish to explore APEL.Q when they can document substantial relevant learning. Job titles alone do not establish eligibility. Applicants should first identify a programme and confirm that the higher-education institution is authorised to conduct APEL.Q assessment for that particular programme.
What evidence should you prepare?
Useful preparation may include a career timeline, detailed responsibilities, business or project outcomes, professional training, reports, presentations, work samples and other verifiable evidence mapped to programme learning outcomes. Evidence requirements and permitted assessment formats are set by the authorised assessment provider.
How does APEL.Q assessment work?
The framework may involve a portfolio, field validation visit, challenge test and capstone assessment. The institution must confirm which instruments and weighting apply to the programme; do not rely on an older promotional fact sheet as a universal assessment formula.
MBA and DBA considerations for executives
A senior leader considering a master’s or doctoral qualification should distinguish between programme admission, programme learning outcomes and the separate APEL.Q qualification-award route. APEL.Q is programme-specific, and programmes delivered entirely by research are excluded under MQA’s general policy. Verify whether the exact MBA or DBA programme is within an authorised institution’s APEL.Q scope before applying.
A practical application roadmap
Step 1: clarify your target qualification and programme. Step 2: verify the institution’s APEL.Q authorisation and programme accreditation. Step 3: review current eligibility and assessment requirements. Step 4: organise evidence of prior learning. Step 5: obtain formal instructions and fee information from the authorised provider. Step 6: complete the assessment and await the institution’s official decision.

Frequently asked questions
Can 20 years of work experience guarantee a master’s degree through APEL.Q?
No. MQA lists 20 years of relevant experience as the standard master’s-level benchmark, but applicants must meet the applicable requirements and pass programme-specific assessment.
Can a CEO apply for APEL.Q?
A CEO or business owner may explore the route if their experience is relevant and they meet the requirements. The job title itself does not qualify someone.
Does APEL.Q automatically award a DBA?
No. APEL.Q does not automatically confer any degree. The institution and exact programme must be authorised, and all assessment requirements must be satisfied.
Is APEL.Q the same as APEL.A?
No. APEL.A is for access to study, whereas APEL.Q concerns assessment toward an academic qualification.
Are international applicants eligible?
MQA’s general APEL.Q policy allows Malaysian and non-Malaysian applicants, subject to the relevant requirements.
